Bentham's Tower, 250 Years Later
In 1787, Jeremy Bentham described a building that promised something extraordinary: one person could potentially observe everyone inside it without those being observed knowing whether they were actually being watched. The building became known as the Panopticon . Its architecture was deceptively simple. Cells would form a circle around a central inspection tower. Light would illuminate the occupants around the perimeter while the observer remained concealed. From the prisoner's perspective, the important question could never be answered. Is someone watching me right now? Bentham understood that uncertainty was the mechanism. The inspector did not have to watch every prisoner every second. He only needed to create conditions under which every prisoner had to behave as though he might be watching. The Panopticon was therefore more than architecture.
